Is Khelo24Bet Legal in India? Laws, Licence and Ban Questions

The 2025 Central Law on Online Money Games
The Promotion and Regulation of Online Gaming Act, 2025 was passed by Parliament in August 2025. It separates online money games, where users stake money hoping to win more, from e-sports and social games, which it aims to promote.
- Offering online money games is prohibited.
- Advertising or promoting them is prohibited.
- Banks and payment providers are barred from processing payments for them.
Online betting and casino games played for real money fall within the money-game category as generally described. How the Act's rules are applied, and the outcome of legal challenges to it, should be checked at the time you read this.
What this means in practice
Under this law, a real-money betting platform cannot lawfully be offered to users in India, and payments to such platforms can be blocked. The Act's penalties are aimed mainly at operators, advertisers and payment facilitators rather than at players, but state laws differ (see below).
State Laws on Betting and Gambling
Under India's Constitution, betting and gambling are matters for the states. Many still rely on gambling laws written long before the internet, while others have passed specific bans on online betting and gaming. Several states, including Telangana, Andhra Pradesh and Tamil Nadu, have laws against online betting or gambling, and some of these penalise players as well as operators.
A few states, such as Goa and Sikkim, license certain forms of gambling within their borders. Those licences cover activities in those states and do not authorise an online betting site across India.
